GoHighLevel Ringless Voicemail: Setup and Compliance

GoHighLevel ringless voicemail delivers a pre-recorded message straight into a contact's voicemail box without the phone ever ringing. Inside the platform it's a single workflow action, not a separate tool.

Add a Voicemail step to any workflow, point it at an MP3 or WAV file exported at 64 kbps, and every contact who reaches that step hears the same recording, in the same voice, every time.

How GoHighLevel Ringless Voicemail Workflows Actually Work

The action needs an active LC Phone number, or a connected Twilio number, on the sub-account before it will fire. Getting that number provisioned correctly is a common snag during initial account setup.

HighLevel's own setup guide describes delivery as two sequential calls. The first opens the session, and the second routes to the carrier's voicemail system to deposit the recording.

That's also why a drop isn't guaranteed. HighLevel's documentation says success depends on the recipient's carrier, their device, and their voicemail setup.

Send a test to your own number before pointing the workflow at a real list. If playback fails, re-export the file. Most failures trace back to bitrate, not the workflow logic around it.

Why the FCC Already Settled Whether It Needs Consent

Some agencies treat ringless voicemail as a loophole, on the theory that a message which never rings the phone isn't really a call. The FCC closed that argument on November 21, 2022.

It ruled that a ringless voicemail to a wireless number is a call made with an artificial or prerecorded voice, which puts it inside the TCPA.

The National Law Review's writeup of the ruling notes the commission's own reasoning: exempting the format on a technicality "would elevate form over function."

So the same prior express written consent rule that governs a robocall applies here. Skip it, and the exposure is real.

A federal judge in Nashville let a class action over more than 150 ringless voicemails pitching debt relief move forward on October 2, 2026, after the sender kept messaging the plaintiff once she'd put a stop request in writing.

Answering a call and talking to a rep afterward, the ruling held, doesn't retroactively create consent that didn't exist when the message went out. Damages on a case like that run $500 to $1,500 per message.

If you already handle A2P 10DLC registration for a client's SMS, fold voicemail consent into that same intake conversation. Both come down to proving, in writing, that a specific person agreed to be reached at a specific number.

What Pennsylvania's New Law Signals for Everyone Else

Federal law sets the floor, not the ceiling, and states are layering their own rules on top. Pennsylvania's amended Telemarketer Registration Act, in effect from October 18, 2026, is a useful marker of where that's heading.

Penalty per violation$500-$1,500Up to $1,000 (up to $3,000 if the contact is 60+)

Pennsylvania's version, detailed by consumer attorneys tracking the amendment, also bans Sunday solicitations and restricts calling hours to 9 a.m. to 7 p.m.

None of this makes ringless voicemail off limits. It just means the consent record has to exist before the list gets built, not after someone complains.

Keep that record specific to the channel. A sign-up that only covers text messages, the kind agencies already track for SMS marketing campaigns, doesn't cover a voicemail drop to the same person automatically.

Treat each channel as its own opt-in and its own opt-out log. A workflow that keeps dropping voicemails to a contact who unsubscribed from texts the day before turns a useful feature into a lawsuit fast.
