A sub-account can look finished and still be unable to text anyone. Carriers require A2P 10DLC registration before any SMS sends from a standard US ten-digit number, and approval doesn't happen the moment you click submit.
Brand registration comes first. A Standard Brand needs an EIN or business registration number, the legal business name exactly as it's registered, and an authorized representative's contact details.

Campaign registration follows brand approval, not the other way around. You pick a messaging volume tier and a use case, then document how contacts opted in.
